Title I School Improvement Funds for Non-Title I Schools – Guidance

The MDE has received additional guidance for schools identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) under ESEA section 1111(d) and requirements under ESEA section 1003 as amended by the Every Student Succeeds Act (ESSA).

This guidance, as provided through a USDE Presentation during a recent national conference, provides flexibility that schools identified as CSI, TSI, or ATSI are eligible to receive Title I, School Improvement Funds regardless of Title I status. This means that any identified school from a LEA may receive School Improvement (1003) funds for a non-Title I school that is identified for CSI, TSI, or ATSI.

The identified Non-Title I school is not required to comply with the programmatic or fiscal ESEA requirements that Title I schools must comply with; however, the identified Non-Title I school is required to meet and comply with the programmatic and fiscal requirements for identified schools under ESEA section 1111(d) and requirements under ESEA section 1003.
