On December 20, 2018, in its regularly scheduled meeting, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) process to revise SBE Rule 41.1 related to Intervention, allowing for students in grade 3 who are not identified for intervention on mid-year screeners to be exempt from screening at the end of the school year.
Below is an excerpt outlining the proposed change:
All students in Kindergarten and grades 1 through 3 shall be administered a state- approved screener within the first 30 days of school and repeated at mid-year and at the end of the school year, to identify any deficiencies in reading. EXCEPTION: Students in grade 3 who are not identified for intervention on mid-year screeners are not required to be screened again at the end of the school year.
