The ACT instructions file that was sent this morning noted the ACT Reading benchmark to be 18, it should be 22. For further reference, the ACT benchmarks published by ACT may be found at the link below:

Three files have been posted to your district’s (superintendent access) folder in SharePoint under ORS\Accountability 2019, one file for demographic data, one for FAY data, and one for ACT data. FAY and demographic data files are provided for information purposes only. This data is not subject to review and amendment.
The ACT data file is reflective of the data that is now available in MSIS on the ACT update screen and is provided to assist in reviewing the data. Updates to ACT scores must be entered in MSIS prior to 5 p.m., Friday, July 26, 2019. ACT Instructions 2019 will provide instructions on what is required regarding ACT data.
